Healthcare did not go well ... what about taxes as the next item on the agenda.
There is potential for tax laws to be changed although, not quickly. The time lines indicates that July period will be a low period (Transiting South Node conjunct USA's Moon ruler of 8th house of taxes).
The period in September (around 25th) is when there may be agreement in Congress on a tax bill (Transiting Jupiter in easy angle with USA's moon ruler of 8th house of taxes). While Congress may agree on the direction, it is unclear whether this is the direction the White House wants to go or is able to go (Transiting Jupiter in adverse angle with Trump's Venus & Saturn).
As noted in earlier blog, August may bring changes with the Trump situation.
